The challenge

A national reform body inherited fragmented procurement and complaints systems built across three decades. Internal trust was low, oversight was costly, and front-line staff spent more time defending decisions than making them.

What we did

We embedded a small team alongside the institution's leadership for nine months. The work moved through three connected tracks:

  • A diagnostic mapping every decision point in the procurement chain, surfacing forty-one redundant approval steps.
  • A redesign of the complaints process anchored in a single intake channel and clear service levels.
  • A leadership programme for thirty senior officials covering modern oversight, ethics, and decision rights.

Outcomes

  • Average case-handling time fell from 48 days to 11 days.
  • Public satisfaction with the institution rose 22 points across the year.
  • Internal reform owners are now equipped to extend the model to two additional agencies without external support.
